Mildred E. Warner is director of graduate studies and a professor of city and regional planning at Cornell University. Journals in which her research on service delivery, privatization, government reform, and other topics has been published include Public Administration Review, Journal of Public Administration Research and Theory, Journal of Policy Analysis and Management, Administration and Society, Local Government Studies, Community Development, and Economic Development Quarterly. She received her Ph.D. in development sociology in 1997.
